Protecting civilians: evidence from Brazilian and Dutch peacekeeping operations

Abstract

The joint project aims to analyses the evidence from Brazilian and Dutch peacekeeping operations (PKOs) regarding protection of civilians. Understanding the factors that underlie peacekeeping effectiveness is crucial to enhance the ability of the international community to develop effective mechanisms for the protection of civilians in the wake of mass atrocities and conflict resolution at large. The Netherlands has actively participated in PKOs. In Africa, under mandates that authorized the use of force to protect civilians, the country had been present in the Democratic Republic of Congo (DRC), Côte d'lvoire, South Sudan, and Mali. The Netherlands has also a traumatic experience in Bosnia Herzegovina where its troops were unable to prevent the genocide in Srebrenica and faced several consequences. Brazil had an important experience on use of force during the peakeeping operation in Haiti (Minustah) and has sent military observers to many PKOs in Africa. So, Dutch and Brazilians' government officers, policemen and militaries have experiences in PKOs that authorized the use force to protect civilians. Both countries have archives with peacekeeping operations memoire that can be used providing relevant facts to the research. The exchanged activities will include meetings and field researches in Leiden and Amsterdam (NL), São Paulo and Brasília (Brazil) to discuss topics of the research, to obtain primary sources, and to conduct interviews with persons that has been involved in peacekeeping operations.
