Abstract

This project aims to provide an empirical basis for comparative studies at a national and international level on the ways in which HR operates in Brazil based on the literature on Strategic Management of Human Resources, according to the institutional approach for analysis purposes. Its emphasis still includes the crisis faced by the Brazilian labor market after 2014, the first effects of the labor reform of November 2017, the consolidation of research in the national scenario and the extension of its geographical base to the countries of South America. This proposal gives continuity (2016 / 24434-8), which analyzed the reality of Belo Horizonte, Salvador, Porto Alegre and São Paulo (first project) and Manaus, Cuiabá, Belém and Recife (planned) project).Its general objective is to identify, characterize and analyze how companies are considering the dimensions of the labor market in their strategies and in the configuration of the human resources management models practiced in Brazil from a study in capitals chosen from three regions of the country, consolidating a national panel on the theme that has been carried out since 2010. In this project, the scope is expanded to include a case study of a company that, with regional headquarters in Brazil, also operates in South America. The objective in this case will be to analyze how Brazilian multinationals deal with the labor market characteristics of other countries of the continent, adapting their human resources management practices. We will try to find a company with subsidiaries in Chile and Argentina. In methodological terms, its approach is qualitative and has a bibliographical survey, panels of experts and focus groups with HR managers from different organizations.Among the main expected results are: (i) to consolidate a more comprehensive view on how HR operates in Brazil and also how this HR, from this country operates in the rest of South America; (ii) to study regions that are still poorly researched such as North, Central West and Northeast; (iii) to propose comparisons between Brazil and international contexts that are little investigated in the literature of the area; (iv) identify knowledge gaps in HR areas and their professionals regarding the labor market and labor relations as related institutions. Among the expected contributions are: (i) use of the institutional approach in order to allow comparative research at national and international level; (ii) to improve the analysis of the labor relations, labor market and people management constructs in different regions of the country and in neighboring countries; (iii) to shed light on the reality of people management beyond the conventional focus within the Southeast region, allowing an expanded view of the practices and institutional environment of people management among the different geographic regions of Brazil.
