Decision-making process structuring, aiming at the prioritization of the area for hydric ecosystem services programs

Abstract

Nowadays, the water is one of the Ecosystem Services (ES) under more pressure, considering its unequal distribution on the planet. Thus, we have as study area a basin, suffering with the conflict between land-use and water supply for the population and, that have experimental watersheds inside its limit, which have water data of quality and quantity. In this context, we will structure a Decision Support System (DSS), that support, in agricultural landscapes, the identification of priority areas for the implementation of Water ES Programs. We consider the hypotheses that watersheds with a greater amount of forest should be the priority in the ES Programs, varying their priority level according to their intrinsic characteristics; and that the forest patches, that have better quality, are inside the watershed, having better water quality. These watersheds should associate with the higher priority levels for the implementation of ES projects. The DSS will be developed in the Geographic Information Systems environmental, in the Multicriteria Evaluation (MCE) context, through the Ordered Weighted Average (OWA) Method. The specific project objectives are the criteria definition, considering the forest conservation and landscape components as soil, relief, and water; The Participatory Technique evaluation, considering the presential and no-presential method, in the criteria definition; OWA method evaluation in the criteria aggregation; evaluation of the watersheds, in terms of the relationship between their priority level and their water quality and quantity; for the watersheds classified as the priority for ES programs, the forest patches evaluation; and finally structuring a method to validation of the decision-making process (i.e. DSS).
