According to (Ministry of National Secretariat of environmental sanitation, 2018) in 2016, 96% of Brazilian Solid Urban Waste was deposited on the soil (Landfills 12.5% of the total mass, 11.7% controlled landfills and landfills 72%). As a result there is a lot of landfills around the Country. The same source identified that in 2016 were in Brazil at least 1203 dumps, landfills and 687 628 controlled landfills. There is no information about the mass of trash that has deposited, but it certainly very large. (BERNARDES, Jr. 2018) conducted a preliminary study on a landfill in the city of Embu das Artes in Sao Paulo. The samples collected represent waste deposited between 10 and 16 years ago. The results indicated that one might obtain samples with PCI ranging from 1425 to 5081 kcal/kg with average value of 3481 kcal/kg. This is close to the value required by the SMA RESOLUTION No. 38, to be used as fuel in industrial furnaces. In addition (ABCP-Brazilian Association of Portland cement, 2016) shows that in 2015 there are 38 cement plants licensed to receive Residue Derived Fuel. They received about of 1.1 million t of waste of different origins, by other side the have license to receive 2.5 million t/year, so there is 1.5 million tons/year unused. The use of RDF by cement kilns is based on that (Meystre, 2016) 40% of the cost of the clinker corresponds to spent on energy (electricity and fuel). It is considered feasible to replace up to 20% of fossil fuel by CDR. Based on these assumptions was established a research program with the goal of: Get information on the technical and economic viability of mining landfill sites for getting CDR for the cement industry. Secondly, the objective will be to provide data for the design and construction of a semi real scale plant. The project will consist of: -Collect samples of up to 3 m3 in a landfill closed; - Process these separate samples in 80 mm sieves - Analyze the fractions (what goes and what stays) and one without separation in parameters specific to CDR in cement kilns; - Do a market research along the cement plants to see which should be the characteristics of the CDR and amount paid mainly; - On the basis of the analyses carried out, evaluate possible environmental impacts; - Assess the value of the land saved by avoiding new landfill sites; - Check the financial economic feasibility of the process in terms of internal rate of return and net present value by incorporating uncertainties by using Crystal Ball software; - Being feasible to prepare a business plan; - Elaborate a project phase II.
