Urban and housing precariousness are still distinctive of Brazilian cities. So, considering housing and urban infrastructure as element of urban development, government action directed to urban development is still to be considered a national requirement. Public wealth is a condition to the reduction of precariousness based on urban development via government action. However, public policies and social spending are related to multiple circumstances. Therefore, debating Brazilian urban development from the public funding perspective contributes to unveil the limitations and possibilities related to the reduction of precariousness in Brazilian cities, with a special focus on implication on lowest income people. In this optic, the research on public finances, funding, public policies and urban development is relevant to the community, to urban and regional planning and to public administration. On the matter of public finances, we propose an evaluation on the execution of federal fiscal resources between 2000 and 2016, based on a study of the Federal Budget; we will also present an evaluation on revenues and execution of local fiscal resources in the municipality of São Paulo as well. This way, we embrace fiscal funding of urban development's representative universe in the country recent history. The main goal consists in the comprehension of urban development funding via not-onerous resources, with special attention on impediments and constraint related to this matter, and its relations with political, social and institutional Brazilian structures. It is necessary to tie our work to urban and regional planning, economic sciences, political science and public administration. (AU)
