Real-world labs: the Lageado Stream microbasin as a public policy pilot project for climate action

Abstract

This project has as general objective to apply the fundamentals of environmental and climate governance of the Real World Laboratories developed in Germany in the problem situation of the Lageado Basin. These fundamentals are based on the scientific knowledge of the problem to be faced and on the other on the principles of co-design, co-production and co-management, in order to achieve an agreed (participatory) governance capable of responding to the future challenges of the climate crisis. The project elects as a mobilizing theme the problem situation of the watershed of the Lageado river in the eastern zone of the city of São Paulo as a pilot project of local public policy for climate action. It takes advantage of the opportunities offered by current urban legislation such as the UIP and AEL and the review of the PDE to test a new model of a more resilient, sustainable and democratic city. How can the regulation of local urban development in this perimeter of Planned Urban Transformation Structuring occur in a participatory way in order to induce a new model of a more resilient, inclusive and sustainable city? To seek answers to this question, the proposal combines two general objectives, to study the experiences of the Real World Laboratories and to apply the hydrological modeling carried out in the Ribeirão do Lageado Microbasin to study scenarios that associate micro-drainage and micromobility through participatory urban regulation (co design, co-management).
