Abstract

The first expression of the quality of early childhood education relates to municipality's ability to enforce the constitutional right, meeting the demand for places for children from zero to three years old and universalizing the offer for the age group of 4 and 5 years old. As a way of guaranteeing the expansion of this educational stage, within certain quality parameters, in different municipal contexts, early childhood education was incorporated into the National Basic Education Evaluation System (Saeb). The current National Educational Plan (PNE - 2014/2024) provides for the evaluation of early childhood education, every two years, in order to assess the quality of the educational environment, infrastructure and humans and materials resources, however, these actions have not been implemented. Aiming to contribute to overcoming this gap, the objective of this project is to develop and apply a proposal for the evaluation of Early Childhood Education - daycare and preschool - that subsidizes a planned action by the Municipal Education Department (SME) of Louveira (São Paulo state) in your education network. Through participatory methodology, this research should be characterized as an initiative that integrates the processes of formulation and implementation of municipal policy, coming to contribute to the improvement of the offer of Early Childhood Education, incorporating itself into the flow of decisions of the SME. It considered that the evaluation of this stage of Basic Education is opportune and necessary, given its potential to subsidize decisions and actions of the municipality of Louveira and other federated entities, in order to materialize the right to Early Childhood Education and the decennial education plans.
