Abstract

The PPPP "Medicinal, aromatic plants and Phytotherapy in São Paulo State: regulations and participatory implementations to strengthen family farming (AF) and civil society movements (Category PCO) has as general objective to promote the implantation and implementation of São Paulo State Medicinal, Aromatic Plants and Phytothery (PMAF) Program (Law 12739/2007) and to strengthen the production network of the AF of PMAF with an agroecological basis. As specific objectives it will have: Identify, strengthen and qualify the network of partnerships in PMAF in the co-creation of the formulation and improvement of this public policy; Define mechanisms along with public policies for the institutional and private market of PMAF and its derivatives from AF and organic production, with regulations and normative instructions that guarantee the quality of the processed plant products (plant drug, essential oils, extracts, etc.); Promote dialogue among different sectors of public management, researchers and civil society organizations and the private sector with regard to PMAF as a source of AF income; appreciation of popular knowledge, access to herbal medicines in the SUS and improvement of the population's quality of life. It will be a performance of the APTA Regional Research Institute of the Secretary of Agriculture and Supply of the State of São Paulo in conjunction with the Ministry of Agrarian Development and Family Agriculture/São Paulo, involving several related actors such as associated researchers and partners, ATER technicians, managers and civil society movements. The methodology has six thematic axes (goals) to achieve the proposed objectives, as follows: Goal 1 - Elaborate the Public Policy and State Program of PMAF in a participatory way: 1.1 Act with the bipartite subgroup CIB 118/2022 SES-AF; 1.2 Work with the MS/FTODAF Live Pharmacy Coordination Group; 1.3 Working with public management; 1.4 Map municipalities with implemented PMAF public policies; 1.5 Propose the Creation of the PMAF São Paulo State Committee; 1.6 Representation of civil society; 1.7 Conducting technical visits and courses by the project coordinator. Goal 2 Regulate and consolidate production with AF, 2.1 Train ATER/CATI technicians; 2.2 - Train basic AF farmers; 2.3 Proposal of GAP protocols from the field to the agroindustry; 2.4 Implementation of regionalized nurseries; 2.5 Distribute CATI certified seedlings/seeds to family farmers/results; 2.6 Implement agronomic research and processing units in AF areas; 2.7 Implement 5 (five) APLs* with processing units; 2.8 Mapping institutional and private PMAF markets and enabling commercialization of AF products. Goal 3 Enable training of the health network in the implantation and implementation of PMAF programs: 3.1 - Define and implement spaces for permanent formation; 3.2 Training of public health professionals to guide and prescribe PMAF; 3.3 Elaboration and distribution of teaching materials (mementos, handouts, posters and banners). Goal 4 Promote, recognize and adjust the popular use of medicinal plants: 4.1 Workshops for the dissemination of BPA and preparation of home remedies provided for in Guidelines 10 and 13 of the PPNPMF (BRASIL, 2016); 4.2 Expansion of popular knowledge through the REP methodology (Plant Study Circle); 4.3 Elaboration of didactic materials (prints, media, etc); 5 Actions for evaluating and monitoring project results; 5.1 - Define evaluation and validation indicators; 5.2 - Conducting Annual evaluation seminars. Goal 6 - Research and validation of products of plant origin for health and other segments: 6.1 Validation of home remedy preparations; 6.2 Definition of norms for qualification of AF as a raw material supplier; 6.3 PMAF use validation study for the public health network; 6.4 Research and validation in the area of agricultural bioinputs of vegetable origin; 6.5 Phytochemical evaluation of essential oils quality in São Paulo (AU)
