Abstract

The "CID-SP EMERGENCIES: Public Health Data Intelligence Center - HCFMUSP/STATE HEALTH DEPARTMENT OF SÃO PAULO" project is an ambitious initiative aimed at transforming the management of emergencies and urgent care within São Paulo's public health system. This collaborative effort involves several key institutions, notably the Hospital das Clínicas of the Faculty of Medicine at the University of São Paulo (HCFMUSP), the State Health Department of São Paulo, and the Polytechnic School of USP. The Beja Institute, a non-profit organization, plays a critical role in funding and promoting the project, committing to an investment of 10 million reais over five years.Led by Profa. Dra. Ludhmila Abrahão Hajjar, the project brings together a diverse group of researchers, healthcare professionals, and technology experts. It addresses the complex challenges faced by São Paulo's public health system, such as overcrowding, imbalance between supply and demand, and difficulties in prioritizing and stratifying patients in urgent and emergency situations.The document comprehensively explains the current structure of São Paulo's health network, including Health Regions (RS), Regional Health Care Networks (RRAS), Regional Health Departments (DRS), and the essential role of the Health Services Offer Regulation Center (CROSS). These components form the foundation for the project's intended systemic optimization.The project's goal is to implement an advanced model based on BIG DATA and artificial intelligence to enhance efficiency in the regulation of emergencies and urgencies. This model aims to reduce waiting times, prioritize patients at higher risk of complications, allocate resources more effectively, and provide more structured and qualified care for critically ill patients.The proposed methodology involves building a vast BIG DATA database, followed by the development of an advanced analytical system and predictive models to assess the severity of emergency situations. The collaboration between HC-FMUSP, CROSS-SPDM, and the Polytechnic School of USP, supported by the Beja Institute, is crucial for the project's success.Expected outcomes include significant improvements in patient clinical outcomes, with reductions in complications, mortality, and associated treatment costs. Additionally, the project aims to develop a replicable model that can be adapted and applied in other regions and health systems.In summary, the "CID-SP EMERGENCIES" project proposes a revolutionary and integrated approach to addressing the challenges of São Paulo's public health system.
