Abstract

Non-communicable diseases represent a considerable burden on health systems, especially in their more advanced stages. Together, they represent a high proportion of the causes of mortality in Brazil (up to 70%) and worldwide. However, access to Palliative Care (PC) in the world is only 14%. In Brazil, it is estimated that the figure is much lower. Palliative Care (PC) is an approach that is evolving worldwide and is designed to prevent and alleviate multidimensional health-related suffering, especially in the care of these clinical conditions, also involving families and bereavement, always in a multi-professional approach. With the recent approval of a Public Policy on PC in Brazil, there will need to be a paradigm shift in Health Care, with the organization of actions ranging from the diagnosis of the prevalence of these conditions at all levels of health care, human resources, their current qualification and specific training, including managers, to the construction of an effective care network. To this end, it is hoped to bring together professionals from various fields to: provide technical and specific clinical and rehabilitation care using assistive technologies to promote functionality and quality of life, promote internal communication with all the "steakholders" involved and external, journalistic communication, with social control by users. The use of technology will generate agility and create systems to understand needs and monitor indicators in time. To this end, the creation of a Science and Development Center (SDC) entitled "Regional Health Observatory on advanced diseases and PC" is planned to meet the strategic objectives set out by the State Health Department (SES). The center will have FMUSP's Hospital das Clínicas as its headquarters and a partnership with the SES. Associated institutions will have specific scientific and structural functions, under the governance of the SES. The center will be an attractive hub for investments by private and public institutions, generating integrated research by the USP School of Medicine, the Getúlio Vargas Foundation, the HCFMUSP Rehabilitation Institute - IMREA, the USP Polytechnic School, the Premier Saber + Institute and the Instituto Paliar. In coordination, they will develop, from the database and evidence, with specific management, the potential to create small technology and material companies to support the SES in achieving this complex and daring objective.
