Abstract
This research proposal has its origin in the assumption that strategic public management of state governments has been subordinated to federal definitions for decades, at least in Latin America. On the other hand, it recognizes that the hanging role of national states doesn't allow them anymore to be totally responsibles by and guides of the actions of state governments.So, these governments are taking initiatives aiming to broad the scope of their jurisdictions. These initiatives include to develop international relations in some degree. There are evidences that state governments are doing that in other countries and in Brazil.In the case of Brazil, state governments are being stimulated by the opportunities opened by globalisation, especially those that arise from the Mercosur. This proposal intends to analyse how the international approach is being incorporated in the strategic public management by state governments, how the incorporation can be improved and how São Paulo state government and its population can profit from it. The case of the São Paulo state government will be the stronger empyrichal reference of the study. (AU)
