Abstract

The research project intends to develop a rigorous analysis of the financing resources management in schools and in different instances of the public educational system. Therefore, there is the interest about the conceptions, amounts, procedures, proceedings, as well as the participative and decisive practice regarding to the financial management in school units and in different intermediate and central instances of the Secretaries of Education in São Paulo (in a municipal and state ambit), between 1996 to 2008.The research's development consists in three dimensions: theoretic, legal-administrative and empirical-documental. The theoretic dimension involves themes as education financing and democratic management of the public educational system. The legal-administrative dimension has as its purpose the study of the legislation and administrative proceedings which originate and allow the real utilization of decentralized resources in schools and in intermediate and central instances. The empirical-documental dimension will be accomplished by specific instruments application, reading of school's registers, attendance to meetings and interviews with the school community in a sample of public schools and educational administrative instances.The research results are expected to be contributions (legal, administrative, budgetary and political) to a better school and public systems' financing management, intending the execution of an education democratic management in order to enable an improvement in the educational quality.
