Abstract

In the Brazilian Unified Health System conception health needs are determined by demand of population, social consensus, the stage of technological development and the material goods to implement them. When this concept is launched in the practice we can see contradictions because we have vertical programs that do not cover all the health needs. Many of vertical programs are based on idea of biological and pathological centralization. In the conception of social determination of health-illness process we must considerer how the human being is inserted in the social production (and the reproduction), because Health-illness process depends on this insertion, as well as quality of life. The analysis of local health system such as proposed in this study should allow understand how the health services and their labor processes handle the population health needs in the territory. This study goal: to build instruments and strategies to recognize and face the health needs in the territory; to build indicators to monitoring health needs in the territory. The methodology is based on Theory of Praxical Intervention in Collective Health Nursing. The scenarios will be the equipment of health service in the territory, their health workers, managers and population. We intend to contribute to health management and health assessment to qualify health care and health promotion (AU)
