Abstract

The central investigative core of the project focuses on the concepts and the mode in which the scope of public policies for youth (especially for those of popular origins) has been constructed over the last years by municipal authorities. By constituting new data bases. which will be integrated to the existing ones supported by the previous thematic project. Focus will made on the municipal actions within the scope of education that go beyond offering regular schooling, such as work, leisure, cultural activity, sports and other programs aimed at reducing violence or those that give incentive to new forms of interaction among youth. Such as participatory budgeting, among others. The project contains two investigative cores. The first focused on youth issues in a broader sense (Network I) and the second focused on youth and adult education (Network 2). Objectives Network 11. To construct a database that allows for description and knowledge of the actions developed by the municipal authority for the youth sector; 2. to examine current normative representations about the age of youth actors in the formulation and implementation of policies within the municipal ambit. Including those that I presuppose partnerships with civil society institutions; 3. to analyse the manner in which relations are established, by the municipal governments under study, with the youth groups to whom the implemented policies are geared; 4. to describe and categorize actions in such a way as to configure comprehensive nuclei from which emerging public action is constituted so as to propose youth as a privileged target group. Network 21. To construct an inclusive database that allows for description and knowledge of actions that are developed by the municipal authority for adult and youth education; 2. to examine how the diverse municipal programs that offer schooling services for youth and adults have been established as a result of the recent educational reforms and what the mechanisms adopted for their structure, financing and functioning are; 3. to analyze the diverse designs and concepts of the relationship between public authority and civil society groups in attending youth and adult schooling; 4. to verify how the juvenescent population that is being attended in youth and adult schooling programs has been considered in policy-making and in pedagogical processes. Strategy and methodology Supported by a network of local researchers, a total of 74 cities that comprise the metropolitan regions of 9 state capitals in the Country will be investigated. Fieldwork: phase 1 - create a database including the two core themes. Data will be collected through a common outline and dealt with by the program. The Access program will have Delphi or SQL interface. Information will be obtained directly from public organizations while fieldwork will be carried out by Scientific Initiation (IC) grantees, research assistants in each region and by interviews made by the researchers. This new data base will be integrated to the existing ones that are available on the Ação Educativa site with links to the homepage of Graduate Studies in Sociology of Education at USP's School of Education, coordinated by Marilia Pontes Sposito. Phase II -Case studies that would permit covering the broad spectrum of forms of action, their normative conceptions with reference to age in planning and executing actions. Case studies will also investigate the impact on change in the administration in formulating and implementing policies (by the end of 2004 and beginning of 2005).Products Remote access Database containing municipal public initiatives on youth and municipal public initiatives on Youth and Adult Education.
