Abstract

This project aims to analyze absenteeism of nursing staff (nurse, nursing technician and nursing assistant) in Emergency Care Units (ECU) of the five health districts in the city of Ribeirão Preto/SP from 2010 to 2013, with the intention to know, identify and analyze the types and causes of absenteeism and the frequency of occurrence per professional category, per employment, and shift work per hours not worked; identify and describe the similarities and/or differences in relation to absenteeism among the ECU of the five health districts units; analyze the perception of the nursing staff on absenteeism and its impact on care in each of five different Health Districts. The project aims to strengthen the Human Resources Policy (HR) considering the strengths and weaknesses of the nursing staff regarding the absenteeism. Descriptive and exploratory study with quantitative and qualitative methodological approach; interviews with key informants of the five ECU in the city of Ribeirão Preto/SP will be performed. The empirical phase will be developed from a quantitative descriptive phase through secondary sources data obtained from the Municipal Health Secretariat (MHS); will be carried out through semi-structured interviews with employees of the health services network of the city. At the beginning, it will be worked the universe of each ECU as the professional category. So there are 73 nurses, 75 nursing technicians and 238 nursing assistants according to data collected in the MHS in September 2012. Quantitative data will be analyzed and presented in frequency tables generated using the Software Statistíca Advanced and the qualitative data will be analyzed through thematic content analysis. It is highlighted the importance of this study for the researches of impact in HR in accordance with the policies and operational strategies that enable a rational and conducive to better performance.
