Development of a panel of performance indicators for evaluation of pharmaceutical services in the State of São Paulo as a responsibility shared by Federal, State and Local Governments

Abstract

Pharmaceutical Services (PS) are intended to complement health care actions, being essential at all levels of complexity. When properly structured, contribute to increase the solvability of the Health Care Network and legitimize the lines of care. The structuring of PS in "networks" requires changes in the organizational model - with the integration of access to medicine with guidance for the rational use, and also process and management tools innovation - that support the definition of priorities and strategies for its improvement. Objective: To develop a panel of performance indicators for evaluation of pharmaceutical services in the State of São Paulo as a responsibility shared by Federal, State and Local Governments. Methodology: It will be conducted a systematic literature review on the topic, the construction and validation of a logical model for PS in the State of São Paulo, with the correlation between its components and performance indicators. It will also be promoted workshops, to obtain expert consensus, regarding the instruments, and a pilot assess study of PS in the State of São Paulo, in order to evaluate the applicability of the panel of performance indicators for the Brazilian National Health System (SUS). Expected Results: It's expected to contribute by the provision of: (1) high quality technical material on PS; 2) logical model for PS in the State of São Paulo, enabling the understanding of the actions and products in an integrated manner; (3) panel of performance indicators for the evaluation of PS in the State of São Paulo, to provide resources for the integrated and regionalized health planning, decision making and organization of Health Care Networks; (4) operational manual for guidance of SUS professional regarding the use of tools for evaluation and monitoring PS, stimulating its adoption as a management working tool.
