The influence of the productive corn chain on the North American agriculture foreign trade policy and its impacts on Brazilian´s ethanol

Abstract

The research objective will understand how the corn groups of interests act effectively on defending its demands on the formulation process of its country's agricultural foreign trade policy during the elaboration and execution of the Farm Bill between 2002 and 2012, Energy Policy Act of 2005 and The Renewable Fuel Standard of 2007. As we know frequently the effectiveness is translated into sectorial benefits from subsidies. Simultaneously, we verify also if and how the increase of this to the corn culture on the United States could impose costs to Brazilian economy, specifically in a demanding moment of international claim for ethanol. This way, we will search to understand, empirically, how the UNICA (São Paulo's Canavieira Agroindustry) organize themselves to act in defend its interests and the sugar-alcohol sector interests, especially regarding construing cooperative international arrangements which make easier ethanol's commerce liberalization, aiming transforming it into a global energetic commodity. For this means, we will map the double-lobby strategies, which consisted in manipulating formal and informal mechanisms of formulation and execution of the agriculture foreign trade policy on Brazil and United States, specifically aiming annulated the corn lobby's capacity on favor of the NCGA's (National Corn Growers Association) subsidies. In favor of soften the contemporary tendency of the developed countries in using the environmental matter to impose barriers to international trade. At the same time, at the comparative logical analyses of institutions and construction mechanisms of North American Foreign Trade Policy, we will search demonstrate if there really is a necessity for institutional reforms on the Brazilian Foreign Trade Policy towards creating better conditions for an international economy of the sectorial Brazilian economy.
