Considering the different settings on the performance of social health organizations (SHO) in São Paulo and a concern with the effective government capacity to control and coordinate the implementation and the evaluation of the results of contracting management in primary health care, this research aims to understand, based on agency theory, the explicit and implicit contractual relationship between local government and social health organizations within the health care networks in São Paulo. For this, an empirical-analytic methodological approach divided into three phases will be adopted: (i) bibliographical research - systematic review of literature on contracting management and health regions, which will be the basis for construction of the case study protocol (ii) qualitative assessment - multiple case study, whose unit of analysis is the partnership between SHO and local government and (iii) quantitative assessment of performance of the micro regions of health of São Paulo, with the use of multivariate analysis of variance. It is hoped that this research identify the elements/variables and their relationships whose analysis may be significant to understand the complexity involved in contracting management in primary health care, since the negotiation with the social health organizations should consider the role of this level of attention in the health system.
