Abstract

Over the past 10 years, many of the agendas of the civil- society organizations - CSOss- and social movements were absorbed by public policies in its various areas. Regarding partnerships between government and CSOs involving transfer of resources, many difficulties have been found, which created tensions on both sides , making it difficult not only public funding for activities of CSOs, as well as putting into question their legitimacy. There are different organizational arrangements and methods used for resource transfers between the Federal Government and CSOs ; different public policies have specific historical relationship with CSOs in different areas. This project has as object of study the relations of partnership between state - CSOs, focusing on the partnerships established by the federal government, seeking to understand the existing models , the results for public policy and for CSOs, in contrast to what the literature on State -OSCs partnerships calls on: strengthening public administration , citizenship and democracy greater flexibility, responsiveness, efficient use of resources, complementarity with the State, accountability and social control. This study is justified by the importance of the relationship between state and civil society in the definition and implementation of public policies, which gained prominence from the 1990s, motivated by democratization and by the adoption of the Constitution of 1988. This project aims to fill the gap of more systematic studies in Brazil on these partnerships by comparing three public policies well documented at the federal level: health, STD / AIDS policy; in social services, the disability policy; and culture policy, under the National Programme of Support for Culture ( Pronac ) .
