Abstract

This project is the result of reflections on the theme of Smart cities carried out in the last 5 years in the media relations and city, media and technologies such as structuring of urban space and its surrounding territories indicated the occurrence of a phenomenon, which we call of guettrification, or a mixture of ghettoization (segregation and exclusion) with gentrification (bourgeoisification and recovery in "degraded areas"). This has shown us the need to propose and investigate other possibilities that present themselves to the contemporary living in the poorest classes of the population and the ways applications and social networks may or may not help in overcoming the difficulties in the territories of Smart cities, a process which we call Territorial Media Resilient, understand here as a socio-ecological and not just individual process. Thus, the research presented here, seeks to answer the original question linked to how such processes strengthen or not the most socially disadvantaged groups. Therefore, the method chosen will be the Mixed Methods, considering that data collection, quantitative and qualitative, will be necessary. These data refer to environment and citizen public policy. The city chosen for the project is Barcelona, with which we understand that it is possible to indicate possibilities and applications to reflect the Latin American cities. The initial hypothesis refers to the different ways in which global capital in partnership with the government implements and uses the Territorial Media Resilient with different and exclusionary outcomes.
