Abstract
This proposal aims to systematize and analyze the practice of Science, Technology and Innovation (STI) policy evaluation in Latin America from the perspective of designs and methods used in evaluations, as well as the use of their results, with emphasis on contribution to policy formulation and implementation. There are two main ideas that sustain the importance of the proposal: the growing importance of STI policies for economic and social development of countries; and the need for monitoring and assessment efforts of these policies, in order to improve their design and the accountability regarding their results and impacts. In this context, the use of meta-evaluation, meta-analysis and evaluation synthesis tools gains relevance as a means to identify evaluation efforts in different situations, but also to characterize and qualify these efforts. The project contributes in this direction by means of collecting and analyzing evaluation reports of STI policies and programs, research organizations or ministries/funding agencies oriented to STI in Latin America. The project draws on a partnership with a broader initiative called Science and Innovation Policy Evaluations Repository (Siper), coordinated by the Manchester Institute of Innovation Research (MIoIR), whose purpose is to build an online repository containing evaluation studies of STI policies and a database with descriptive information and analysis of such studies. It is expected that the project will contribute to characterize the state of the art and trends of evaluation practices of STI policies in Latin America, to theoretical and methodological advances in policy evaluation field and to generate information to support decision makers in the region.
