The Urban Vancancy Land Production in Expansion Cities: regulatory control or induction?

Abstract

In urban expansion processes of Brazilian cities, there is a fragmented urban fabric, discontinuous, permeated by urban vacancies that incorporate real estate valorization from the urban space production. From the City Statute, the fight against the idleness of the urbanized land and the real estate speculation were speeches incorporated by many municipalities in their master plans. This research intends to study how the urban expansion planning has been given in relation to these guidelines and especially if the municipalities have reversed the production of urban vacancies resulting from the processes of urban expansion in cities of São Paulo State. Methodologically, it will be analyzed the relationship between: urban planning legislations, urban networks and their vacancies. It is expected to identify if this relation is the prevention, control or permissiveness in the urban vacancies production for the real estate speculation. (AU)
