Abstract

This project proposal presents a technical and scientific enhancement plan for Technology Innovation Center (NIT) from National Institute for Space Research (INPE), in order to learn international best practices for intellectual property management and technology transfer. INPE is a public research institute located at São José dos Campos, São Paulo, under the Brazilian Ministry of Science, Technology, Innovation and Communications. Its mission is to "develop, operate and use space systems for the advancement of science, technology and their application in the outer space and in the terrestrial environment, deliver innovative products and services for the benefit of Brazil." Public research institutions in the space sector play many roles in the creation and transmission of knowledge, as they perform fundamental research, applied research and experimental development. Different innovation strategies and instruments are applied for space systems industry, space enabled applications industry and non-space industries. The enhancement plan comprises visits at two organizations: Centre National d'Etudes Spatiales (CNES) in France and Science Policy Research Unit (SPRU) from University of Sussex in United Kingdom. CNES is one of the most important research institutes for space sector. CNES built a strong innovation policy and created sophisticated relations with the French space industry. Learning objectives relates to best practices in intellectual property management and technology transfer, as well as partnerships with industry and technology foresight. SPRU is a leading center of interdisciplinary research on science, technology and innovation policy. Discussion topics will be technology innovation management, intellectual property, technology transfer, foresight methodologies and project management. Project objective is to enhance NIT capabilities in order to better explore the innovation potential being accumulated in INPE during its more than 50 years of experience. FAPESP's support would complementary to INPE's ongoing institutional effort to strengthen NIT. (AU)
