Abstract

The River Plate Basin has an outstanding importance to activities such as hydroelectric power generation, navigation, consumption and fishery. This basin overlaps several ecosystems and receives heavy pollution charges from households and industrial plants. Spread among five countries, it depends on cooperation mechanisms to its sustainable use, particularly legal tools. Focused in the water management and environmental responsibility, the proposed dissertation shall describe throughoutly the international legal regime in force on the region, including multilateral, regional and bilateral agreements, as well as soft law instruments, painting a canvass that allows the assessment of the fitness of the existing instruments to the management of an international drainage basin. Departing from the concept of international legalization, the creation of international regimes is to be studies in order to understand the dynamic aspects, included the relations among legal, political and economic systems, that draw the limits and open possibilities toward the international regulation of the management of shared natural resources.
