Abstract

The process of globalization which increased during the nineties changed the dynamic of international relations. Despite the importance national states still have in the international scenario, it has been diminishing as they cannot solve the problems inside their territories. And considering that the phenomena of the globalizing world are felt locally, the subnational governments are progressively more important. With them others non-governamental actors contribute to find solutions which allow the sustainable development of localities. It has increased the number of cooperation agreements signed by subnational governments and the cities have got competences which were, previously, national states´ exclusivities. In fact, the cities play a real paradiplomacy. Some of them have an adequate structure to materialize the global economy and become the strategic places for the production of high specialized functions. They are called global cities. Others, although not defined as global cities, have a high degree of internationalization and may have an important role in few years, not only in MERCOSUL but also in Latin America. Besides, there are those which join themselves to create metropolitan regions, in order to strengthen such internalization and facing the process of globalization with better results, including getting benefits of it. In this way, we intend to study the role of Campinas Metropolitan Region in the international scenario, verifying the benefits its cities have, and if these actions are complementary or contradictory to the Brazilian Foreign Policy.
