It is proposed an extension of the D-bar method of Electrical Impedance Tomography (EIT) for obtaining, as well as the conductivity, the permittivty between a 2D domain. The algorithm is based on the constructive uniqueness proof by Brown e Uhlmann (Comm. in PDEs, 22, 1997) for once-differentiable conductivities and extended to include unique determination and reconstruction of the permittivity by E. Francini (Inverse problems, 16, 2000). The reconstruction algorithm is tested on numerical and experimental data, collected on a pairwise electrical current injection system. The obtained images of conductivity and permittivity are compared. The characterization of biological tissues is strongly facilitated by the knowledge of permittivity. In the medical applications of EIT there is great interest in the permittivity once various authors present criteria for distinguishing healthy tissues of tissues with abnormal growth based on the permittivity.
