Abstract

The aim of this project is to analyze the construction of "LGBT" as subject of differentiated rights in brazilian government. The research will be made through the analysis of operating arrangements, mechanisms of formation and representational forms of LGBT rights. The specific objectives of the proposal is structured around three main lines of questioning: i) the dynamics of the formation of the differentiated rights ii) discussion of which conceptions of state are operated so that "the State "is not addressed as an cohesive unit, but invest in an analysis of processes of creation and recreation of morphologies of the system state-government, iii) examine tactics and strategies of organization and performance of the policy making, involving replication of formats between social movements, as well as internal disputes of movements. Besides the review of specific literature, the development methodology includes interviews with key actors, field and documentation research. Methodology also includes monitoring of events and meetings where can be analyzed practices, and rhetorical performances of actors involved in the formulation and implementation of government initiatives targeted to LGBT. As well should be observed conferences, programs and plans that provide guidelines and articulate actors positioned at different political spheres, councils, coordinating, superintendencies and specialized centers in care of LGBT.
