Gender, sexuality and homophobia: a study of in-service teacher education policies in the Lula administration

Abstract

This research project aims to examine one of the actions originated by federal program Brasil sem Homofobia (Brazil without homophobia), defined as "a program to struggle violence and discrimination against GLTB people and to promote homosexual citizenship". The specific action was designed and implemented by means of a partnership between the Ministry of Education (MEC) and two non-governmental organizations in order to work with educators from the public education system in the city of São Paulo. It intends to evaluate the actions performed by Ecos - Communication in Sexuality and CORSA - Citizenship, Pride, Respect, Solidarity, and Love, whose work plan was approved in a call for bids by the Secretariat of Ongoing Education, Literacy, and Diversity (SECAD), under the Ministry of Education, which selected projects for teacher training in "Sexual Diversity" and "Gender Equality". The study proposed here is divided into two stages. Initially, information will be raised about the very teacher training conducted in São Paulo in 2007. To this end, besides reading and analyzing the public call announced by MEC / SECAD, the teacher training work plan approved, the reports, and activities developed along the course, interviews with be made with the technical team that carried out the project. Secondly, focus groups will be held with educators who attended the training with divergent views on a possible recovery of the reflections brought about by the ongoing teacher training to their teaching practice in school. Starting with the discussion on issues, effort will be made to explore and verify what type of training, in the format of ongoing education policies, are reaching or not school ground and what are the impediments and / or reasons for the improvement of teaching practices based on the information received.
