Abstract

This project have as subject the strikes and collective bargaining processes of the Brazilian public sector, seeking the reasons for the increase in the average duration of stoppages in the federal civil service in the FHC (1995-2002) and Lula (2003-2010). According to data collected and presented in the literature Dieese strike was observed from 1999 (although the volume of conflicts remain stable strike) a significant increase in the number of hours standing in the public sector of the three levels - federal, state and municipal levels. In the federal public sector increased sharply to 170 hours charts in 1999 until 5896 hours charts in 2006. As the volume of strikes (number of strikes and strikers Days Not Worked) remained stable during the period, increased downtime indicates that the strikes have become more difficult to be traded. The explanations for this pattern should consider the different strikers in both sectors in Brazil, the forms of organization of labor relations in the public sector, legal provisions, mechanisms for resolving disputes, changes in forms of labor organization and its relationship to political processes and economic. Assuming that the highest average duration of strikes in the federal public sector in the period stems from problems in the negotiation process between the federal public administration and the unions. This is due to the absence of mechanisms for conflict resolution and that the union leaders in Brazil have sparked strikes when there are opportune moments to gain, retreating when the wage losses seem irreversible. The methodology used for the research using primary and secondary data from the interviews with federal government officials involved in the process of negotiating with union leaders and the collected data database SAG - Tracking System DIEESE strikes.
