Abstract

Brazil has registered a housing crisis that has as characteristics the difficulty of the achievement of housing rights. When it is considering that this attainment is narrowly linked to the access of land, the housing deficit would be strongly present on the Brazilian rural environment, as consequence of the way that it had been consolidated the modernization of the agriculture. However, it is observed that the funding and resources related to this problem are not enough and the housing public policies are consolidated based on guidelines related to the problems and requirements of the urban environment. Thinking on this context, the research aims to identify and analyze the barriers and the potentialities to the achievement of housing rights based on this meaning inside the family unit, making a contrast to the housing public policies access. The research will be carried out in a rural district and in a land reform settlement; they will be determined by selection criteria that focused on regions with strong rural characteristics amongst other aspects. The methodology will be executed by means of ethnography within the participatory research. The results will be analyzed through the descriptive and qualitative-quantitative statistical approaches and bibliographies about this subject as well. Furthermore, it will be formulated indicators to measure the level of the achievement of housing rights based on the UN guidelines. With this research it is intended to provide consistent knowledge about the reality in Brazilian rural environment mainly for the agencies responsible for developing and implementing the housing public policies.
