Abstract

This project aims to study the brazilian education programs edicts, arranged in Ministry of Education and Culture website, with the intention of highlighting those who bring in their guidelines, proposals, contents and objectives, the concern about an education directed to citizen formation that prepare for the democratic experience. In other words, it will seek to understand how are treated, in the guidelines of these programs and actions, the issues related to the participation and the involvement of individuals in the public sphere. In view of the implementation period of democratic regime in Brazil is still recent - what would characterize us as a young democracy - we face difficulties in several institutions and bureaucratic rationality of state management and, in relation to society, we seem far from what one wishes in terms of republicans habits and customs. For this reason, our interest is to observe how the Ministry of Education and Culture, through their edicts and guidelines, has been active in the development of programs to promote civic education as basic subsidy for the participation of civil society within a democratic regime. At first, this research intends to survey about the rich theoretical debate on democracy, republicanism and citizenship in Brazil. Secondly, intend to analyze the edicts of education programs in order to understand, in the light of previous discussion, how it is placed the ideal of citizenship promotion and political education.
