Abstract The Brazilian cities without infrastructure able to monitor the population growth, inadequate housing policies, social exclusion and poor urban planning drove the low-income people to occupy environmentally fragile areas, living in conditions of degradation and risk. That framework requires, increasingly, the urban planning instruments are applied together, acting as catalysts for local development. Faced with this situation, this study intends to analyze the public housing policies implemented in slums in the last decade, its impact on the implementation of these policies with the development of intervention programs in irregular occupation, about the life of the population, and in promoting slum neighborhood and the consequent integration of the same city, triggering a process of producing space. It will emphasize the potential of these programs and innovations in developing methods for mapping areas at risk and reducing disaster triggered by pictures of natural disasters. The analysis will be done through the study of two Brazilian states: Sao Paulo and Rio de Janeiro with an emphasis on communities Paraisópolis and Heliopolis, São Paulo (SP), Morro do Borel and Morro do Alemão, Rio de Janeiro (RJ). | |
