The importance of political parties on the format of public policy has received increasing attention from political scientists in Brazil. However, most of these studies tend to show negative results regarding the relationship between political parties and the provision of public policies.The literature that discusses the influence of political parties on public policy can be divided into three parts: (i) the authors who are influenced by Anthony Downs (1957/1999), argue that political parties are indistinguishable from each other and, therefore, the explanatory factor for the provision and maintenance of public policies would be out of the partisan arena, (ii) the authors who claim that political parties exert definitive influence on public policy and thus that they determine the social and economic policies; and (iii) the authors who recognizes that political parties matter, but there are restrictions for the influence they can exert on public policy.This project aims to test these propositions by performing an analysis on the education policy of mayors belonging to PT, to PSDB and to DEM. It will be analyzed the behavior of subfunctions of their spendings on education in the years 2005 to 2010, and enrollment in different levels of education in the years 1996 to 2010.
