This research project proposes an investigation on the speeches and proposals relating to education and professional training, elaborated and spread by the elites from Minas Gerais in the late nineteenth and twentieth centuries, and establishes their links to diagnosis and proposals for economic progress of Minas Gerais and Brazil. Therefore, the Congress Agricultural, Commercial and Industrial, 1903, will be taken as a nucleus from which this research should be expanded. This would be the scenario of the enunciation of a speech (or speeches) on education and professional training, which will probably appear in other spaces, such as associative entities and press. In 1896, came the Commercial Association of Juiz de Fora. In 1901, came the Commercial Association Mining (in Belo Horizonte). In 1903, came the Commercial Association of São João Del Rei. These associations, despite their names, gathers men of business, industry, and also farmers. In the Congress Agricultural, Commercial and Industrial is possible to identify speeches about education and training, linked to the diagnosis of the economic situation and proposals for the progress of the state and the country, from which the research could be directed to other plans of association. In this regard we will investigate the documentation of Trade Associations by the year 1906, when João Pinheiro assumes the presidency of the state and begins the implementation of several policies, including vocational education, based on the findings of the 1903 Congress.
