Abstract

Using purchasing power happens as the state allocates resources to the procurement of additional objectives to acquire goods and services necessary for the performance of their duties. Internationally, this deception has been practiced with the goal of promoting development in its different dimensions. The Brazilian option of using the purchasing power of the state rather than just opt for efficiency is still recent, and the multiple laws that enable are fragmented. Still, a significant portion of federal municipalities responsible for implementing the use of the purchasing power of the State, ie to perform the buying public based on established criteria. Three categories are proposed to differentiate the different practices of use of the purchasing power of the state in Brazil: shopping promotion, sustainable procurement and social shopping. This project proposes to conduct a dissertation to study the use of the purchasing power of the state in Brazil in terms of its implications for local development, by conducting a case study in São Bernardo do field that will compare the process of implementation and effects for the beneficiaries of two laws of social shopping category of the law 11.445/2007 that facilitates hiring pickers of recyclable materials for systems of solid waste management, and law 11,947/2009, which requires that at least 30% of the resources of the school meals are purchased from the PNAE agriculta the family. The case study will be based on an analysis instrument cases, which will be developed for the dissertation, in order to systematize the analysis and facilitate comparison with other municipalities.
