The adoption of education systems private by municipal administrations appears as an increasing trend in the state of São Paulo, especially from the mid-2000s, strongly driven by the contemporary process of municipality of primary and consequences / implications for education / public school are to be analyzed more accurately. Whereas "cases apostilament" of municipal education already materialized in the region of DE / PP, the present research has as main objective to analyze the adoption / use of system apostilled for private education / in municipal public elementary, from the perception of councilors education in the region above. Therefore, research on screen - qualitative - will make use of the following methodology for data collection: bibliographic, documentary research and semi-structured interview type with eleven councilors education (one for each county covered by the study on screen) , which will be randomly chosen. The final analysis of the data gathered will be made in the light of the theoretical framework guiding the research and through content analysis.
