Abstract

This project of scientific initiation aims to understand, based on the theoretical framework of discourse analysis of French guidance and mobilizing the concept of discursive formula proposed by Alice Krieg-Planque (notably in 2009, 2010), the circulation of the words "freedom of expression" in mediatic discourse, taking as reference the current debates about the regulatory framework of communication in Brazil, in process of eminent voting. According to theoretical developments of Krieg-Planque, a discursive formula is defined by: have a crystallized character, to enroll in a discursive dimension, to function as social referent and include a polemical aspect. Based on these properties, We consider the reiterated expression in discussions about the regulation of communication in Brazil, causing the hypothesis that it is a formula: a territory of apparent consensus that shelters historical clashes. In general, We can say that the term "freedom of expression" circulates in the tessitura interdiscursive, making and remaking nodes of a controversy established for decades harking back to the text of the Constitution of 1988 - and certainly with the intervention of a discursive memory before civil military rule which introduced a general gag.Nowadays, the proposal for adoption of regulatory action on the communication system is placed as democratizing for those who understand that the rules allow equanimity in access and in the production of communication contents, and is placed as censure for those who understand that regulation is a step to curb. Thereby, the term "freedom of expression" can be stated as "need for regulation" or as "no regulation".From a corpus composed through the portals of weekly magazines Veja and Carta Capital and events in the blogosphere, intending to identify how this term circulates, getting mediatic dimension and making explicit "power relations and opinion" (Krieg-Planque, 2009:8).
