Abstract

It is proposed to study the Committee on Culture and the Parliamentary Front in Defense of Culture, both at the Brazilian Federal House of Representatives. From in-depth interviews, it is expected to identify the paradigms of these Congressmen on the concept of "culture" as well as their perceptions of the various models of administrative strategy to manage various types of policies of culture. In a second step one intend to measure the impact of the information obtained about the paradigms identified on the production of their own legislative activities from a "quasi-experiment": one of the two identified groups (treatment group) will have access to the organization of these "conceptual maps". Having raised these propositions between 2011 and 2014 in the area of political culture, and classified according to the paradigms identified, throughout the year 2015 will follow the legislative process in the treatment group will suffer some impact vis a vis the legislative output of Representatives of the comparison group, who do not have had access to the paradigms identified. The main problem addressed concerns the way political elites perceive themselves, their legislative and political actions in the democratic system, enhancing the generation and propagation of symbolic goods that can establish, strengthen and play different senses of public support for with the democratic system. Information correlated to values and ideas has been used to explain the dynamic processes of change in public policies more consistently lately, and several authors have explained policy changes from the relationship between institutional and cognitive variables.
