Abstract

The way Brazilian cities expand is a built process, determined by public and private agents and actions, where the role of urban management and legislation and real state market are fundamental. From 2001, with the approval of Federal Law 10.201, the City Statute, Brazilian cities had to suit their master plans to this new regulation that attends urban development. In that scenario, one of the main questions that a master plan had to attend was where should the city expand to. The urban sprawl should be regulated by the municipalities through urban planning, through other laws correlated according to the guidelines of the City Statute. The main goal of this research is to evaluate the regulatory role of urban planning and legislation responsable by the urban expansion of the city of Campinas and its alignment with the guidelines of the City Statute. To achieve this study, the student will develop her activities in the following ways: bibliographical research, documentary research on legislation relevant to the topic, comparative analysis between the legal status and the actual urban sprawl in Campinas, discussions and realization of scientific report. This research aims to contribute to the production of knowledge regarding implementation of the regulation instruments of the production of urban soil, as well as the scope of the City Statute.
