Abstract

The way in which Brazilian cities expand is a process determined by acts and agents both public and private since the role of urban management and legislation jointly with the real-estate market are essentials.After 2001, with the adoption of the Federal Law n°10.257- City Statute, Brazilian municipalities had to adjust their master plans in order to adapt to the new law which is about urban development. In this scenario, one of the main questions that the master plan has to answer is how and in which direction the city should expand. Urban expansion should be regulated by the municipality according urban planning and other related laws following the guidelines of the City Statute.The main purpose of this research is to evaluate the regulatory role of urban planning and urban laws in the expansion of Valinhos and Vinhedo, its alignment with the guidelines of the City Statute and its urban environmental sustainability. To fulfill this study, the student will develop her activities in the following way: bibliographic research, documental research about laws concerning the topic, comparative analyses between the legal framework and the urban expansion of Valinhos and Vinhedo, analyses of the collected material, discussions and conduction of a science report. This research intends to help in developing knowledge about production, legalization and sustainability in urban expansion, as well as implementation of urban land regulation instruments.
