Abstract

Foreign aid has always played an important role in the American international politics. After the 9/11 events in 2001, documents and official speeches emphasize the security-development nexus, catalyzing the restructuring of the foreign aid system and the increase in volume of donations. The objective of this research is to understand the purposes and strategic guidelines of the United States which trough the State Department, particularly the Agency for International Development, and the Department of Defense implement projects for economic assistance, natural disasters relief, and conflict reconstruction in dozens of countries around the globe. The complexity of the American foreign aid agenda involves the formulation of guidelines and struggle for financing from Congress to implement the projects. Through primary sources, the research aims to analyze the institutional organization and distribution of resources to help in the early years of the century, in order to understand the evolution of foreign aid and its relation with the grand strategy of the country.
