Abstract

The city of São Paulo (Brazil), the managements 2001-2004 and 2005-2008, developed urban policies for redevelopment of the central area. Through the Residential Leasing Program (PAR), rehabilitated buildings for Social Housing (HIS) in the historical center and, among these, is building the Riachuelo. In Rome (Italy), the city, since 1998, through the Programmi di Urban Riqualificazione (Priu), redevelop and rehabilitate degraded areas for social housing buildings and, among these, is the building Viale XXI Aprile. In this context, the research has the objective: to study, analyze and compare the PAR program in Brazil and Priu in Italy, through case studies: Riachuelo Building and Building Viale XXI Aprile, respectively, and propose guidelines for programs and housing projects social in Brazil. Methodology: The research comprises five stages. The first addresses the social housing, rehabilitation of historic centers, intervention methods in architectural heritage and political and public housing programs. The second, the historical center of São Paulo, PAR and case study: Building Riachuelo. The third, the historical center of Rome, and Priu case study: Building Viale XXI Aprile. The fourth, comparative analysis of PAR and Priu through case study program, according to the following criteria: characteristics of residents, social viability, economic, urban, conservation strategies for buildings, housing quality. The fifth draft guidelines for public programs and social housing projects in historic centers in Brazil. Results: The intention is to contribute to studies on social housing in historic centers with emphasis on: i) rehabilitation of buildings; ii) strategies for the preservation of buildings; iii) public programs and projects, and iv) guidelines for public programs and projects in Brazil.
