Abstract

Brazil does not presents seismic and volcanic activities of high intensity with the ability to cause significant structural damage and fatalities as well as geographic and atmospheric conditions for the occurrence of hurricanes, but it presents a series of physical processes that represent natural disaster risks with high potentiality of victimization, especially hydrological, with floods and flash floods and geodynamic with mass movements. A non-structural way to facing these risks is the official process of communication of risks of natural disasters, ie the transmission of warnings by public agencies for monitoring and issuing alerts. The current model of official risk communication and alert in the country adopts a top-down approach to knowledge generation, started in the transmission of the alert and transmitted through the responsible organs of the National System of Civil Defense, reaching its end, which is the municipal Civil Defense. However, this process occurs in a vertical manner and without consulting the population groups in vulnerable condition, as well as other actors in the national system, using information from the alert. This model limits the potential for the creation of knowledge in the information flow, concentrated in issuing the warning process and disregards the importance of tacit knowledge of the population. In this sense, this research considers theory and tools of the Knowledge Management as a methodological alternative process improvement, in terms of creation and dissemination of knowledge. This research aims to develop a model of information flow which results in a more effective dissemination of information to prevent the risk of natural disasters and to generate knowledge in the different stages of the communication process through the theoretical framework and use tools of Knowledge Management , aiming to identify and leverage the knowledge created from the flow of information.
