Abstract

After the Cold War, the lack of a precise enemy to be fought made the United States question what should be its role in this new era. The constant leader performance in this new world order plus the maintenance of a persecutory logic, rooted throughout the Cold War and taken to the extreme after 11 September, indicates that the United States keep on dealing with new challenges (terrorism, drug trafficking, weapons of mass destruction, among others) by the practices of securitization and exceptionality. Through the evaluation of specific cases (Gulf War, Kosovo, Afghanistan, Iraq and Libya), in the four governments of the post-Cold War until the first term of the Obama administration, efforts will be made to verify to what extent there is a tendency of these governments in their external actions for security to translate their political practices into a preference for dealing with international issues through a process of securitization. After these empirical tests, a secondary purpose is also to address the weaknesses and antinomies of the theory of securitization, advancing to a critique of their theoretical and conceptual contributions.
