Abstract

In democratic systems, political parties play a crucial role for the way they organize the decision making process. About how Brazilian parties act, little is known on how they are organized and how they coordinate in regarding to legislative production. We know they are disciplined, however, the motives that drive them and the mechanisms responsible for that result are yet widely controversial. The literature gives credit for the voting discipline to a myriad of different explanations, sometimes opposed, and sometimes complementary. The centralization of the decision making process in party terms, the negotiation process between executive and legislative in clientelist ways and the effective participation of the coalition parties in policy making process are brought together to explain the high rates of party discipline. Nonetheless, there are no studies which sought to understand how political parties articulate their members preferences in regarding to policies, as well as how they articulate themselves with other parties. This project aims to bring new information on how political parties coordinate their actions in the process of making policies and mobilizing the majority, so they can reach the plenary while avoiding rejection. For this, it is going to be used, as object of analysis, the constitution amendment projects, and as the method, the empirical analysis of the proposes of changing done by the congressmen and that were approved by both legislative houses.
