Abstract

In view of the debate on the centrality of party political arena and electoral institutions for the design of educational policies and the expression of conflicts and negotiations that occur both on the electoral strategy as the pressure by lobbies and/or social movements (Dahl, 1961). The role of interest groups quite often crossing the partisan cleavages and to find their own spaces of negotiation. The bickering that organize an arena of public policies are game results alliances that link actors who share an ideational perspective (Sabatier, 1988), which is indispensable to understand the dynamics of change. Thus, this research Project has intent to make a contribution to this debate by studying the interaction between actors of civil society organizations and the party system, with the central focus on education policies by analyzing the legislative output of the Brazilian Congress for the area in the last legislature.
