Abstract

The current project brings up the purpose of a study of IPHAN's preservation actions between 2002 and 2010, time of the agency's intense activity comparing to the decades before. It aims to evaluate if the democratic instruments suggested by the 1988 Constitution and by the City Statute have contributed or not to a change of paradigm of the built cultural heritage preservation policies in Brazil. It is about comprehend if IPHAN has, in fact, sinalyzed a better disposition to share responsibilities toward dialoguing with necessities and perceptions of several Brazilian social sectors and groups, beyond a simple expansion of the so called "heritage stock". Ultimately, this project seeks to evaluate how much the democratic instruments have guaranteed in fact a built cultural heritage of more democratic scope and effectively connected to the urban management.
