Democratic management in full-time school in the state of São Paulo: implications for the educational-political project

Abstract

The Government of the state of São Paulo launched, in 2006, the proposal of Full-Time School. In 2012, the Department of Education of the state of São Paulo instituted by the Complementary Law no. 1.164, of January 4, 2012 the new "Programa Ensino Integral", defining a minimum of 7 (seven) hours per school day, modifying the teaching methodology, as well as the school management model. This program aspires to the international recognition of the state's system of integral education as excellent by 2030, ranked among the top 25 in the world. Among the proposals presented by the program is the promotion of democratic management, thus one must question how the propositions of participation of the teaching staff, the school and local community, as provision of Law no. 9.394/1996, Art. 14 were incorporated in the reality of a school unit of the educational system of the state of São Paulo that works with the new model of full-time school. Therefore, the objective of this research is to analyze the influence of this "New Model of Full-Time School" in the democratic management of a school unit of the state of São Paulo. The research methodology will have as reference the qualitative approach, with the use of the Case Study. The methodology procedures are the study of bibliography related to the topic, document analyses of the Educational-Political Project of the school unit and the documents provided by the Department of Education of the state of São Paulo, as well as semi-structured interviews with individuals involved with the school institution.
