Abstract

This project is born, first, the search for answers to a question asked by a scientific article in which the author, in discussing public-private relations in the context of day care centers, concludes his article questioning whether "would not be the day care centers permanent option policy for early childhood education? "(Arelaro, 2008, p. 65). Moreover, the debate on the goals proposed by the National Education Plan and the publication of Law nº 13,019 / 2014, which establishes the legal regime of voluntary partnerships, whether or not involving transfers of financial resources between the public administration and organizations civil society, in mutual cooperation basis for the attainment of public interest purposes, almost concurrently with Law 13,005 / 2014, establishing the commitments of Municipalities, States, Federal District and Union for the next decade, to some extent, suggested a link between the questioning by Arelaro (2008) and a possible response of the municipalities, via Municipal Education Plans.
