Abstract

The 1960's and 1970's decays were labeled by a vertiginous population growing in the Brazilian large cites and capitals by setting a fast and precarious urbanization process by default of State early control and urban planning measures . By the creation of SERFHAU (Federal Service of Housing and Urban Planning), in 1964, the urban planning methods were combined to the local development strategy that guided the policies in this context. The measures of strategy planning intensified with the institution of PDDIs (Director Plans of Integrated Development) and powerful instruments of territorial management like BNH (Housing National Bank) and the Development Plans tied to the PDUR (Urban and regional Development Policy). In this context, some initiatives of local planning were created in order to increase the conditions of infrastructure services and correct distortions caused by the real estate speculation. The CURA Project (Urban Community and Accelerated Recuperation), created in 1972, and supported by the BNH funds, which had the conceptual basis developed by the architect Harry James Cole, started from de neighborhood scale to implantation of infrastructure networks and public equipments as to disseminate those improvements to the municipal and regional scales. The main objective of this research is to inquire the assumptions and contents of the Itaquera - Vila Matilde Plan of CURA Project carried out by the Harry Cole Office under the supervision of EMURB (Municipal Urbanization Enterprise) tied to the municipality of São Paulo. Looking to conceptual references of the Vila Valqueire Plan, developed in Rio de Janeiro by the same Office, this plan has important elements to reveal the introduction of the neighborhood scale in the extending planning processes of this period, considering, indeed, the urban ideas related to the original conception designed by Harry Cole.
